The scout.* hierarchy is a hierarchy for boyscouts and girlguides. It is operated by many scoutnet and scouting organisations in different countries. Other usenet newsgroups keep their names and are not under supervision of scout.*
The actual hierarchy rules for scout.* are:

The purpose of this hierarchy is for administrative tasks of scout.*. Following tasks should be discussed here:
This is the only place where binaries are allowed. This helps server administrators to decide if they want to subscribe binary newsgroups or not.
Only scouting related material is allowed and must be free of copyrights. Such newsgroups take a lot of ressources and if the purpose of a newsgroup is missused or overused the Control Authority and the Committee has the right to shut down immediatly the newsgroup. A better way is to post links where the appropriate files can be downloaded.
Request policy: Send a Request for Discussion to scout.admin.
This is one of the main hierarchies of scout.*. Each country can have their own sub-hierarchy. scout.* is a network of networks. Each hierarchy has full rights about their own sub-hierarchy. The Control Authority and the Committee have a veto, if something runs against the interests of this network.
The sub-hierarchy is usually maintained by a Country Coordinator (or his/her deputy). A new newsgroup can also be named with a country code even though there is no formal Country Coordinator. Then the rights lies in the Control Authority and the Committee.
For the correct country code use the ISO 3166 standard.

The forum should be used as an organisation-independend way to communicate with each other. The sub-hierarchy is followed by the full native language name. To find the appropriate language use www.ethnologue.com, the world source of languages. After this it can be followed by a topic.
